Abstract


The article examines the essence and problems of implementing the concept of development of civic competence of students based on the materials of modern legislative and sectoral regulations, scientific research and current social practices. The article identifies relevant methodological approaches to the study of the problem of developing civic competence in the process of teaching students of Ukrainian higher education institutions as a guarantee of successful democratisation and unification of Ukrainian society in the context of Russian aggression and the ongoing war in Ukraine. It is established that the scientific consideration of the process of development of students civic competence is characterised by a multi-level approach to the prosocial direction of the development of students‘ consciousness, public interests, methods and means of their implementation. The role of communication in the process of formation of the applicant's personality as a means of developing civic competence (potential and integrative property of the individual and social group), which is determined by the interaction of applicants with the social environment in the process of studying at the university, is considered. The problem area of civic competence development is outlined, which includes its attitudinal, value and identification components, which are determined by the factors of the social environment, in particular, the practices of encouraging, restricting and declaring public expectations regarding the desired manifestations of citizenship. Attention is focused on the importance of socio-philosophical study of changes in value orientations as a factor influencing the quality of civic education of students in the process of formation of the applicant's personality at the individual-subjective, national-cultural and socio-political levels. The necessity of a comprehensive socio-philosophical reflection on the axiological aspects of the problem of developing the civic competence of student youth in the context of wartime challenges and in the long term is substantiated.
